genisis emulator not working

if someone could help me fix my genisis emulator, i know that it is not working because it does not have an .ini file to tell it where to draw roms from. the only problem is that i don't know what exactly to write in it, or how to change a notepad file into an .ini file(thats the litlle sprocket icon on top of the notepad) thanks in advance
