HDLoader Hardware Error ? NTSC and PAL

I have a PAL PS2 not chipped and PAL hdloader Software and 2 Maxtor 120GB Hard drives.

Both worked fine, but I have just given my second hard drive to a friend who place some NTSC software on it for me, but now when i re-attach the hard drive the hdloader software brings up a hardware error.

Please can you tell me if placing the software directly on to the hard drive should avoid region and security checks or not.
