Is there anything that will help me capture a scene off of a DVD and then reformat to say mpeg so that I can use the clip in powerpoint.

You don't need to "capture" it. Just open the VOB that contains the scene you want in MPEG2Cut and cut it out. It is already mpeg2, and MPGET2Cut will save it out as mpeg2 for you.

I don't know if powerpoint can use mpeg2, though, so you may have to do another conversion if not.
