Connect video card s-video output to tv

Hi everyone, I have a ATI video card (dual monitor support) and I have connected my computer to my tv via s-video output. When I boot my pc, the output on the screen is flickering bad. On my secondary video I have a monitor connected so I can see what I'm doing. In the properties I set my television to my primary, when I enable it my tv and monitor start flickering I can't see anything. I can't make any changes to the tv properties without enabling it first so I'm screwed. When I first enable it, it starts off at 60hertz, then the second time it says 50 hertz. So I think it switches from Pal to NTSC but bot frequencies I can't see anything. Any advise is appreciated.
