Increasing quality of .Mpg and .AVI files

How can I increase the quality of these files to dvd quality. I burned the .mpg and .avi files to the dvd but I would like better quality.

an old saying will help,

"You can't make a silk out of a sow's ear."

When you start out with a downloaded AVI, the quality only get's worse. You cannot add something to better the picture. If you wish a DVD quality picture then you'll have to get a DVD movie ~
