CD-R PS2 Problems

Recently i burnt some Ps2 NES and SNES emulators on a CD-R and they dont seem to work on my PS2. I have a modded PS2, but it still not work, it either goes back to the screen were it shows a "ps2 disk" and the memory card, every time i click the disk it just goes back to the same screen. If i reboot it comes up with the red screen were it says to insert a ps2 disk.

Is it my Mod chip that is shit or what????
