TOC Problems on DVD decrypter

I got DVD Decrypter and I followed everyone elses instructions on how to uses it but all I get when I try to write the mds file on to a blank disk is "Unable to read TOC"! I tried disabling the IMAPI CD-Burning COM and I tried going to setting and removing the "Lock Volume" but I still get the same message! I need help because its getting really frustrating!

if there is a link to get another free burning software that can help me burn PS2 games I would be extremely thankful!

I'm using a DVD Writer on my parent's laptop. I'm not exactly sure of the brand. I would have to look it up in the manual. Are there any other specifications that you have to know for you tell help me out?
