Motorola Phone Tools - wont shut down

I have the the phone tools version 3.19e installed on a sony laptop with xp sp2. It works great for all features with my v180.
But when you close the program the hardrive just runs and runs. The only way I have seen to stop it is using ctl-alt-del to get to task manager and stop it there. After that the program will not open again unless you restart the computer.
Ive tried disabling antivirus, spyblocker, even went through entire reinstall process.
Help please!
Any ideas?

PS Just discovered it wont start alot of the time also. The hardrive just runs. After some restarts it will open quickly, other times never. Whats up with this?
