Jumpy Playback When Converting With Winavi In Quality Preference?

If I convert an AVI file to DVD using Winavi 6.2 and set the advanced preference setting to "by quality" (so it gives better picture quality), when I play it on a DVD player (like PS2 but works fine if I play it on the PC) on certion parts of the film it will play quickly with no sound then it will just go back to normal and be fine. But if I set the advanced preference setting in Winavi to "by speed" there will not be any problems in the film apart from the film plays to quickly (some scenes seem a little fast). Can anyone please help me out here and I use Nero 6 Burning ROM to burn it.
