Toshiba DVD Rom vs NEC DVD burner

I was wondering if anyone has input on the quality of Toshiba drives vs NEC drives. Today, I tried to rip files from a scratched DVD. The scratches didn't look all that bad! My home computer has a NEC-2500A burner. My laptop has a Toshiba DVD rom drive in it. The NEC drive wouldn't rip the files when using DVD decrypter. It went through about 100 retries, but couldn't recover the date. When I tried the Toshiba drive, it went ahead and ripped the data, albeit slowly! Then I had to network my laptop to my home system in order to transfer the resulting file. What a pain in the rearend! The laptop is several years older than the home system. Are Toshiba drives known for greater reliability for ripping data? I went out and bought a Skip Doctor from Best Buy. Second question: Any input in how effective this $30 piece of equipment works? I read somewhere that it makes its own scratches perpendicular to the hub, but in doing so, takes out the problematic concentric scratches.
