I have found after many years of testing, that -R is the best format to use for almost every DVD reader. That includes computer and stand-alone, big or portables. Other formats may work on some but not on all.
You must write -R at no faster than 2speed, if you want perfect results every time.
If possible, use -RW to create your master works. This also allows you to erase and start again if things go wrong. Once created you can use any good program to extract the film/files with their .IFO files and recreate it on a -R blank.

As for Disk Brands.
Your cd-writer should list the best know and tested for that make. See their web sites for more information.
If you do not know what the Brand name of your writer, get Nero's Info Tool. This will help you. get it at:- www.nero.com
Use something like 'Mitubishi Black Diamond' blanks.
They have not failed me, not once!
I still think the only way to find the BEST blanks is to test different makes for yourself and ask around.

Remember, the age and usage of your writer can also play a great part in the resulting disk.

Software:
Not an easy one. Some offer better facilities than others.
Nero helps create nice menus for both DVD and VCD.
www.VCDEasy.org produces lovely VCD menus with indexing and so on. Actually a very nice bit of kit for $15. It also has a built-in DAT to MPG converter and other features.
The only way here, is to download as many as you can and test them against your 'needs'. Also ask around and test those suggested.
Nothings concrete, but I hope this helps is some small way.
