WinAVI Low Frame Rate?

I'm having trouble with my WinAVI. When I go to convert the mpeg, avi, or whatever video file to DVD the frame rate in the conversion is really slow. It used to be close to 100fps, now it is down to 40fps for some reason? Does anybody know to fix this problem? TIA.
