x3 flash with nero problem

I am trying to flash the bios with nero. I have the latest nero. Its nero express 6.3.1.11
This tutorial says I should see this screen when I load up.

I can't seem to get there and make the changes. Can some one help? I get a different screen when I start nero which just allows me to pick burn image, data disk, etc..

Don't use Nero Express...use Open Nero Burning Rom and the same startup wizard will appear.

I downloaded Nero from the link. All that it did was update my stuff. I still can't get that screen. Nero express opens up and there is nothing else.

Are you sure you're opening "Nero Burning ROM" instead of "Nero Express"?

Ok, so let's say it does the same thing. Click anything that leads to Nero. Now, close that screen, and go to File>New. You should see the same screen that's on the link you gave.

It says Nero express all over the place when I open Nero.exe
Under applications it says Nero Express, Nero backitup and Nero cover desiger.
Is the serial number or something only allowing me to use Nero express and not rom? My Nero came with my dvd burner.
