What does "TOC refresh mechanism" in swap magic v3.3 do?

I have swap magic v3.0/2.0 already but have lots of problems playing backup with large TOC size. Will buying this new v3.3 help me solve the problem? What exactly does that toc refresh thing do? Will I be able to play original DVD9 NTSC-U/C games on my japanese console?

dvd9 = no

it just lets you put in the swap magic cd, put in an original dvd, then swap for a backup dvd.
