DVD players that can read raw AV TS folder data?

There is plenty of free good quality ripping software available but all the burning software costs money.
If I rip a DVD to the hard disk my laptop can play the DVD from the folder containing the Audio and Video TS folders.
If I burn the raw data to a blank data DVD my laptop can still play this disc as if it were a properly formatted movie DVD.
Of course my DVD player will not recognize the disk unless it has been burned 'properly' using DVD authoring software.
So what is the difference? The file system images of the disk with the raw data files looks the same as the file system image of a 'properly' burned disk.
It seems to be possible for the raw data disk to be read and interepreted by my laptop so how come they dont have DVD players that can do this also.
P.S. I have a DVD+RW drive and a multizone DVD player. I use DVD Shrink 3.1 which normally does some compression of the DVD9 image to make it fit on a single layer blank DVD.
