Improving DVD playback on PC

I have no idea if this is the right spot for this question, but here goes.
I watch DVDs on my PC but the quality never really looks that amazing. I watch them on a 17" LCD monitor. The system is a Athlon64 3000 with a 128 MB video card. I use the DVI input on the monitor. The discs always look really grainy. Is there a way to improve the playback. I thought I read something somewhere on how you can upscale the video to near HD quality but I can't remember anything about how to do it. Anyone have any ideas? Tanks.
