For some time now I've wanted to buy a mod chip but I don't want to open my PS2, so my question is do the USB mod chips really work and don't require you to open up your PS2

i don't recommend them. you might as well just get a slide card and swap magic.

not if you do it right. I'd say its safer than the usb mod (which i don't know if it can even play dvd backups).
