i have downloaded a video file and the quality is crap its very pixelated i was wondering if there is a software that can make the video alot clearer.

You have to remember that there is not a lot that you can do to enhance the quality of the files that you are downloading. Rubish in, rubbish out. Remember that.
There are lots programs that you can use to filter your video's(Canopus procoder, Vegas 5) I reccomend these programs they are easy to use and very functional. What encoder are you using?

If it's AVI, get virtualdubmod.
If it's mpg, get Vegas 5, or use virtualdubmod and frameserve it.

The Problem with useing Filters is you have to recompress the Video file to add the Filters and the simple act of Recompressing will usually degrade the quality More than the Filters Improove the Quality so in the end you might end up with a File that looks wors that the Original....
