I have yet to make a perfect backup. They always stutter and lag really bad, even games that everyone else has no problems with. I have tried all kinds of media, and different burning software. I think its my mod chip, I paid a local electrician to install it and he had a lot of problems with it, so I was wondering if the mod chip was installed wrong could this cause lagging, and other problems.

I'm sure it could. If you have tried DVD Decrypter and good media (Phillips, Ritec, TDK) in both -R and +R types, then that would seem to be the next logical place to look for answers. Also hope that you use at least 4X discs, the 2X just don't seem to work. But the 4X and 8X should be fine.
