Is there a way to boot PSX backups or imports without the use of a modchip?

Have you tried yet? If swap magic does not work you ight try a ps1 boot disk like gameshark lite or something similar. You can get gameshark lite on ebay for about $6 including shipping. This will play backups. You might have to patch the import and burn it on another disk. This is no trouble and is not hard to find.

Breaker Pro is what you Are looking for.
IT Will boot PSX backups and/or imports.
Not ps2 games though (swap magic "S.M." boots ps2 backups).
But S.M. DOES NOT BOOT PSX GAMES

But Breaker pro will do the job.

Does PSX boot the same as PS1? If so gameshark lite is cheap. Breaker Pro might boot faster though.
