Can these either modchips read back up DVD-9 games/discs? Because I have been looking up on them and trying to decide over the swap magic discs or one of these modchips because I know that SM dics don't boot DVD-9 games/discs. And which one is best for the slim PS2

REAL DVD9 backups or as they are known HK SILVER DVD9 do work. and I think they work on the Magic KX but their code is not the greatest...

Matrix infinity works fine.

now if you are thinking DVD-DL then nope, none of them.
since DVD+DL/DVD-DL is not DVD9.

If you are planning on using this with the Slim PS2, go with the Magic kx+. It is the safest, we had issues with the Matrix Infinity (although it may be fixed in their new firmware), but it will still crash at some point.

Magic KX+ + summ0ne fix, and you will be set.

And yes it does read dvd9 discs just fine.
