It most certainly can. But you need a DVD Player and a VHS Recoreder/Player (Pretty Much Every VCR cna record VHS) You have to hook them up together somehow and be recording the what you see on the DVD player to teh VCR. Ive never doen it. Try using Google.

If the DVD is a Retail DVD (Meaning it wasn"t Made by you or a Friend) then you will have Problems if you Just use a VCR and a DVD Player because retail DVD"s are Macrovision Copy Protected which will prevent your VCR from Recording a Good Image....

To Bypass this you would have to buy a "Video Stabilizer" that you hook between the VCR and DVD Player and it will remove the Macrovision signal....

If you have a DVD Drive in your PC and a TV-Out on your Video card you could Rip the DVD to your Hard Drive useing something like "DVD Decryptor" which will remoove the Copy protection and then you could hook your VCR up to your TV-Out on your Video card and then Play the DVD on your PC through the TV-Out and record it on your VCR.....

Simple you take the RCA outputs on the DVD Player and Hook it into the RCA Inputs on the VCR...

The same Outputs you use to hook the DVD Player up to your TV hooks into the RCA Inputs on the Back (Or Front) of the VCR...

It won"t work properly though if you are Trying to record a store Bought DVD...
