Does anyone know of a Hardware Encoder for Divx or MPEG4, that will encode a file on your hard drive and not a capture stream?

I have the Plextor PX-M402U and it only encodes what comes through the the stream....

GordianKnot will encode files on your harddrive.
(They usually get there via DVDDecrypter ;^)
What type of file do you have, to be encoded?
A capture stream should be captured in MPEG2 or MPEG4 1-pass, with a great whopping bitrate.
Later, the file(s) can be compressed smaller by whatever means you favour - the ultimate quality will be entirely dependent on the quality of the original capture.
