I am about to buy the hardware I need to Stream games to a computer hard drive.

I will be having a computer running phoenix connected with a crossover cable to a gamecube broadband adaptor with Phantasy Star Online One and Two.

I want to turn my memory card into a "SD Loader" by using Action Replay.

Once I put the files on my memory card are they pernamentally there? unless I delete them?

Is this a good setup, I want to know if I'm wasting my money?

Memory card is a flash RAM, so files are there until you delete them... and you dont need AR and SD things if you just backup games.
