Burning VCD with Nero 5.5.9.9

I have encoded all my video files to MPEG-1/NTSC following the guides found here with TMPGenc. When I press "Burn" in Nero after selecting VideoCD, Nero starts an "encoding" process for each file, which takes forever. Once this done, then Nero burns the VideoCD.

Why is Nero "re-encoding" each file if they were already encoded with TMPGenc ? What am i doing wrong ?
