audio gets superloud when I skip ahead

Whenever I skip ahead watching videos, in any program, WMP, BSPlayer, DivX Player, VLC, etc.; the audio instantly goes to the highest volume. The only way to make it lower is to slightly adjust the volume within the video player I am using. I assume it has something to do with a codec or something on a lower level since all those programs do it. Has anyone ever heard of a problem like this?
