NTSC DV conversion to PAL VHS

I have a family wedding video DVD from the USA which I need to convert to good old VHS PAL for family members. Just taping provides a B/W pulsing picture. I have with the help of this forum been able to download the tools to make a conversion, but what conversion. I have been able to Demux the files to avi and ac3, but how do I now provide a PAL signal which can be output from my video card and be taped. I have read the threads, but in general they all seem to be going the other way ie PAL to NTSC for DVD only. Can anybody provide an idiots guide to what I need to do please. Any help will make a very old lady very happy! BTW I'm not the old lady.
