Do we still have to use the CDloader with the new SM 3.6 to upsize the TOC?

For example with rumble fish I have to use SM cd 3.3 then load cdloader then eject then put in a bigger TOC game then replace with rumble fish then it works. Now with the 3.6 SM can I increase the TOC without using cdloader with conjuction SM ? Or do we still have to use CDloader any of the SM disk's version including 3.6?

For some reason I can't increase the TOC size with just the SM I always get a error/invalid message. Did they fix this problem with 3.6 or what?
