Does anybody knows how I can convert the bitrate of a video without causing synchronization problems )the last reffers to audio sync as well)?

your title sugests you mean framerate.

ntsc framerate is 29.97 fps and PAL is 25fps.

you wil have to re-encode to get the desired tv output.

Nah. Encode the video at the same framerate as the source.
Extract audio, using Full Processing, to .wav in virtualdubmod.
Get DGPulldown, and run it on your encoded m2v file, changing the framerate from whatever it currently is, to whatever you want it to be.
Transcode the .wav audio to AC3 in Ffmpggui, Belight, or tmpgenc's AC3 plugin.
Load the dgpulldown.m2v and the .AC3 into your authoring program.

If that all sounds like gibberish to you, download VSO DivX to DVD, and re-encode your files, then burn the VIDEO_TS folder it creates to dvdr.

All of you have right! The correct term is fps and not bitrate. sorry for the incocinience. As I noticed DivxToDVD converts the input file to VOB format. So my question remains since I'm trying to convert a mpg file from 29.97 fps to 25.00 fps )and vicevera) and join this file with other existing into my projects. Thank you for your reply so far. Waiting for further suggestions

Once you have VSO's output .vob, just rip the mpeg from it.
Tmpgenc's mpeg tools, simple demux.
It will produce an m2v video, and ac3 audio, which you can remux into mpg if you wish.
Rejig will also do it (file mode).
Most good authoring programs will accept .vob as input.

Thanks for the assistance!
This reminds me a little like flying from Europe to America via Asia, but you can't beat them all!
