TMPGenc encoding low quality

I just started using TMPGenc DVD author (1.6), I like it, but the finished DVD encoding is poor. Sound sync is alright, but picture gets blurry and choppy in places.
Are there any issues with TMPGenc making poor encoding quality? Any fixes?
I recorded on a ILO DVDR04, cut out the commercials, and created the menu with TMPGenc 1.6 and then burned on a NEC ND 3500AG using NERO 6.6 Ultra. The same media from the ILO not ran thru TMPGenc comes out great.
Thought maybe it's a compatability issue between TMPGenc and NERO, so I downloaded the trials for Ulead VideoStudio and DVDLab but can't figure them out.
Any ideas or suggestions?
