what do I need Hardware and software to record my vhs tapes on to my DVD burner??

A VCR, a capture device, with software, an encoder, an authoring app, and the burning software.
Start reading all the "VHS to DVD" posts in this forum. There's about 50 pages of reading for you to do, with all your answers, to questions you haven't even asked yet. :D

Well you First of all Need a Video Capture device and you should also have a second Fast large Hard Drive for Video Capture and you should Have a Very Fast PC Like at the Very Least 2.0ghz but preferably from 2.5ghz to 3.0ghz and Up....

You will also Need Video Capture/Editing Software and Video encodeing Software and DVD Authoring Software....

What Type of Software you get would somewhat depend on what type of Video Capture device you get and the Type of Capture device you Get would depend on the Quality of the Video you would Like to Achieve and How much Money you want to Spend....

If you try to Go the Cheapest Route then you will have Problems with Quality and Sync problems and a whole Host of other Problems that come with Trying to do everything the Cheapest way Possible.....

If you want the Best Possible Quality then I would Suggest you wait till you have about $300+ saved up so you can buy a High Quality Preferably Hardware Based Capture device Like the Canopus ADVC-100....

Maybe try some of the all-in-one boxes like SONY VRD-VC10. That one comes with a burner built-in, so maybe that's overkill for you.

Plextor's ConvertX could work for you too, pretty cheap.

The idea is that these types of boxes will capture your video from your VCR and make an MPEG2 file for you (DVD VOB files are basically MPEG2), so you don't have to do the additional step of encoding to MPEG2.

Once you have the MPEG2, you can use a number of software to create menus etc and get your MPEG2 to its final VOB state (with VIDEO_TS/AUDIO_TS folders). I use dvdauthor (you can get some GUI's for it) but that's because I'm a command-line freak. I believe many use a ULead product to author their stuff.

If you decide to transfer and encode directly to mpeg then do yourself a favor and get a hardware capable device. The lower cost devices depend on software and your CPU leaving the end user frustrated with poor results. Make sure you understand this before your purchase.
