Is the actual physical disc necessary or do I just need the data in it. (Meaning can I burn a swap magic iso to a disc and it would allow me to play ps2 games?)
PS2 games are actually pressed DVD/CD discs, they are not burned. PS2 games use the Burst Cutting Area (BCA) of the disc to identify themselves to the PS2 unit. The BCA is not part of a disc that you can burn on, it is only replicated on pressed discs.
So, the only way to play backups is to get boot-discs or a mod-chip.
Its the same with swap magic disks you CANT copy then,
They must be originals.

You asked; "How does swap magic work?" Swap Magic works like any other mod chips that was put inside your PS2 console, except Swap Magic is just a "pressed disc" that will boot up your PS2 back up games. Yes the disc is "necessary" in order for you to play any backed up games - without any mod chips or Swap Magic disc you can't play any burned or backed up PS2 games period. In addition, you'll also need a "Flip Top" to do the trick to change the disc and put your backed up games in your PS2 console without pressing the "eject" button.
Sorry, but the "Swap Magic" disc can not be copied or burned into any regular DVD-R/+R blank period. It won't work this way, and even if you figure out a way to back up a Swap Magic disc, it will still need the "original" disc of the Swap Magic in order to boot up. There are a lot of modification ways you can mod to your PS2 console, but if you don't want to go through too much of hassle, and if you don't want to solder any chips inside your PS2, then "Swap Magic 3.6 Plus" is the way to go. It's cheap and required nothing, however, the only "disadvantage" is that it won't be able to read/play any DL back up at this moment. Don't worry though, there's "methods and tutorials" you can back up them DVD9 games into a single layer DVD5 disc. So don't sweat because Swap Magic's next disc will be able to boot up any DL back up games.
Here's the easiest way to play PS2 backed up games (note: you must have a Flip Top cover)
01) power up your PS2 console
02) put Swap Magic disc on PS2 tray and load it
03) wait until Swap Magic loads to the main menu
04) open up "FLIP TOP" cover and take out Swap Magic disc
05) put your PS2 back up games in and closed the Flip Top
06) press [X] to boot up and presto...you're done - simple as that.
