Hello

I just bought a dvd movie that is in pal format and I've downloaded everything there is to try and convert it to NTSC, so I can burn it on a dvd so I can watch it on my machine. I have had no luck. Is there any way of doing this?

First of all, you'd need an encoder capable to load the VOB files you'll need to encode VOB PAL --> VOB NTSC (like TMPGEnc + DVD2AVI). Or, if you have enough disk space, you can convert VOB --> AVI selecting thelargest (less shrinking) AVI format you can (DivX 4000 kbps or Xvid AS @ L5 target quantizer=1) and make VOB --> AVI; later you'll do AVI --> DVD.
More, you'll need to take care of the sync of the audio streams you need to copy, because often they have a constant un-sync you fix durning authoring (see ReJig, for instance..).
What did you do wrong, exacly?
Did you tried to author your DVD with a proper encoded NTSC (.M2V+audio)/VOB or not?

Another method:
Download DGPulldown.
Demux the .vob's to m2v/ac3 in ReJig.
Re-encode the m2v to 720x480, letterboxing if necessary, but KEEP THE framerate at 25fps.
Open the newly encoded m2v in dgpulldown.
Select 25fps -> 29.97fps.
Run it.
Author the dgpulldown.mwv with the original AC3 audio.

Okay,

I Downloaded DGPulldown and Rjig.
Demux the .vob's to m2v/ac3 in ReJig.

Open the newly encoded m2v in dgpulldown.
Selected 25fps -> 29.97fps and converted it
Author the dgpulldown.mwv with the original AC3 audio, but still didn't work.
I tried using DVD Decrypter and DVD Shrink.
What I'm I doing wrong?

Why are you using decrypter and shrink on an mpg?
They only work with DVD's (or files in DVD structure on your hard drive).
Just use ReJig to author the dgpulldown m2v with the original AC3.
It's output is ready to burn.
