DVD Format Question

After burning home movies to DVD+RW on the PC I find I can only playback on the PC or a Philips DVD player, but not on the Sony DVD player(naturally, this is the one I want to use ). I thought a PC made DVD was region free by default, but the Sony says "can't play" because of area limitations. The DVDinfo program I have, tells me it should be good for all regions and has no protection in place, so what's going on ??
I have Pal and NTSC equipment and the only way the Sony will play the DVD+ RW disc is if I first "convert" them to NTSC. I thought that "digital" was essentially a "neutral" format and the coding put in place by commercial manufacturers was the limiting factor in a DVDs ablity to play on any player. Could someone enlighten me on what I am not understanding. Thanks.
