AC3 audio problem when encoding

I`m trying to encode a .avi NTCS movie (XVID mpeg-4) to Pal vcd format to play in a standalone player. When i tried with tmpeg and main concept the video was fine BUT the sound was awful the volume was increasing and decreasing irraticly with lots of `fuzzyness` (for want of a better word) in between. The movie audio plays perfectly when played in its original .avi state on my pc. below are the details of the movie file from avi codec. Can anyone help me with this? Thanks in advance.

It might be a problem of the AVIs audio stream. Encoders, usually, don't like AC3.
May I ask you to read http://forums.afterdawn.com/thread_view.cfm/196299 and stick to the http://forums.afterdawn.com/thread_view.cfm/129217 (or, if you want to modify the stream AND replacing the old AVIs stream, http://forums.afterdawn.com/thread_view.cfm/190445) thread?

I think winavi video converter is pretty good to encode your AVI file to VCD.
