Small Freezes Appear

I encoded a Xvid file to MPEG2 with TMPGEnc and everything went fine, the DVD was near perfect but I quickly spoted small freezes in regular intervals. They are very small but once you noticed them you get really angry they are there.

The source was a 23,976 FPS Xvid movie than TMPGEnc convtered to 25FPS PAL for use in a DVD.

How do I convert this movie to 25FPS PAL without getting those pesky small freezes in the movie?
Is there any way around the problem?
