I have been trying to do this for some time now...and having no luck.

Two things:
1) i want to take 2 seconds out of a .vob file and turn that 2 seconds
into a repeating .gif image
2) need to take different scenes out of different disc's and turn them
into one movie seperated by chapters...would like to create my own
interactive menu as well.

i have tried Adobe Premieme Pro (im either stupid and cant work it, or it really doesnt do either thing)

are there any programs that can do either both or one of my 2 things??
