AVI to MPEG2 with TMPGEnc, Washed Out

Hello,

I'm using a Canopus ADVC-55 card to capture VHS home movies from a JVC-S3902U VCR to a DV file.

The quality of the DV file is excellent.
When I use TMPGEnc to encode that avi file to a MPEG2 file for eventual use on a DVD, the MPEG2 file and the ensuing DVD are of poor quality. The image, as viewed on a TV or monitor is washed out and has no sharpness. I'm using the DVD-NTSC default settings.

Is there anything that can be done to get the MPEG file to the same quality as the DV file?
