You can burn SNES Station on DVD, it isn't really neither CD or DVD based because there's no media checks so you can use both medias. I've made my DVD's with Nero Ultra Edition, just make a UDF/ISO DVD and set project's properties like this:
Multisession:
- No multisession.
ISO:
- ISO 9660 + Joliet filesysten
- 31 char filenames - Mode 2
- ASCII charset (I used this, haven't tried others)
- allow all loose restrictions except removing ';1'-extension
UDF:
- Physical partition
- UDF 1,02
Add SNES_EMU.ELF, SYSTEM.CNF, INSTALL.CNF and your ROM folders into project and let it burn!
You can also burn PGEN and much more other stuff this way, it's tested and working. I've also used it for creating multigame DVD's.

It seems that there have been false or incorrect information about SNES Station's specs or limitations. let's correct some:
1: There's no limit of ROMs in each disc or each folder, you can have as much as you want - my DVD's size is around 3 gigs.
2: You don't also have to limit your ROM directories to 4, although there's really a limit: For some reason amount of files and folders in disc's ROOT DIRECTORY must not exceed 30 (exactly 32 or 33, I don't remember, so 30 is safe choice) because if there's more of them disc might not work correctly, but this limit allows you to make own folder for every alphabet for example, so that shouldn't be really a problem. In those folders you can have as many subdirectories and/or files as you want, limit considers only root.
3: SNES Station support zipped ROMs, but they must be zipped individually, ie. one ROM in one zip file. It doesn't understand archives that have many ROMs inside.

Whole bunch of Marios.zip - No Good.

30 files and/or folders limit in root directory isn't just SNES Stations personal limit, it will consider ALL DVD's (and probably CD's too) made for PS2. I don't know exact reasons for this but exceeding that might give you troubles.
