May I suggest something before you format...

Start > Run > regedit. Find:

HKLM\Software\Microsoft\Windows\CurrentVersion\Run\Config Loader = "svhcost.exe"
and
HKLM\Software\Microsoft\Windows\CurrentVersion\RunServices\Config Loader = "svhcost.exe"

Delete 'em then try deleting the System32 .exe with TheAvenger.
