I can't burn forced subtitles for Phantom Menace!!!

Now I've done subtitles/encoding for all the other Star Wars, but Episode I just isn't working. I noticed from the other DVD releases of Star Wars, the forced subtitles were in a different stream, more specifically the 3rd English stream.

So using Gordian Knot, I would simply use VobSub configure utility and encode the movie with movieforced.idx and movieforced.sub (two files generated from the utility containing this 3rd Stream). This worked before in other Episodes, but Phantom Menace, the subtitles simply don't show up. I even renamed the idx/sub files to act as external subtitles, you know play them WITH the movie. No go!

Another weird thing is that the 2nd English stream, is the same as the 3rd, all forced with the same timings. But it just won't burn into the movie or play along side of the movie if used externally.

Is there something wrong here?
