Ripping from DVD: a few questions for a newbie

Just came accross this forum and its been a god send, but as a newbie here I have a few questions I hope people can help me with - sorry if they have been covered before guys.

Ive had no problem ripping DVD's then re encoding them in TMGEmpg into SVCD's, but even with 2 passes on variable bitrate, fast action parts block up - on reading the .nfo files on groups releases, what software they using for 3 passes ?

As the Pioneer A05 is getting cheaper by the week, is it possible to take my 3 & 4 cd SVCD's and use the files from each cd to create a DVD that will play as a huge SVCD, or does the DVD players on recognising the DVD-R media only attempt to play it as a true DVD?

Also, is there any software that I can use to "down sample" the vob files/ripped films so that they are under 4.3 gig to fit on a DVD-R? Even if files can be downsampled, what about recreating the ifo file - does this need to be done manually ?
As I say, sorry if these questions have been asked to death, and cheers in advance :-)

are you setting motion precision on the highest quality???The default is normal. This setting will help that problem a lot, but will not eliminate it completely. I have found that anything under 2k bps in svcd will become blocky on fast motion even with motion precision set on the highest setting.
