PAL DVD to NTSC DVD-R

Can anyone tell me how to back-up my
PAL dvd to NTSC dvd-r, using:

DVD DECRYPTOR - to rip
TMEPeg - to encode to NTSC
IFO EDIT - to remux, edit IFO/BUP files

do I need to author, or can I just burn
with NERO?

I have no problems ripping/burning
NTSC dvd to NTSC dvd-r using DECRYPTOR,
IFO EDIT, and NERO.

What am I missing here;
I rip the movie files using DECRYPTOR
I use TMEpeg to change VOBs fr PAL to NTSC
getting an m2v file and a wave file
From this point I'm clueless:
How do I remux the audio/video in sync and
burn to a dvd-r?
Do I have to author?
Do I copy the IFO/BUP files from the burn
and run thru IFO edit
I need some help here
