What the model of your drive? Is it a dvd writer? Or is it just a dvd reader/ cd writer?

So you have 2 drives - one to read and one to write? Is the 2nd dirve set up properly? Does Nero or your computer see both drives?

wait, so do you mean you have a dvd burner, but when you put a blank dvd in the, it's reported as a cd-rw? or, do you mean you have a cd burner and want to burn a dvd with it?

if you only have a cd burner, there's no way to burn dvd's with it. you can't convert a cd-writing drive to a dvd-writing drive.

is the video file larger than about 800 mb? if so, do you want to compress it to a video cd size? if you keep the file under 800 mb or so, you can burn it on a cd, but you'll need a dvd player that's capable of playing video cd's.

Yes
You can try and do VCD's. Buy a dvd writer much cheaper and less complicated.
What's the file size?

i'm having a little difficulty understanding some of your posts. please try to fill out your sentences a little bit more so that i can assist you as best i can.

as the file is 475 mb, you can use Nero to burn a video cd and, as long as your dvd player is VCD compatible, you should be able to watch it as you would a burned dvd movie.

a cd-r and a cd burner are all you need, combined with Nero. open Nero Smartstart, and under the "Photo and Video" icon, select the "Make Video CD" icon. select your video file, insert blank cd-r, and burn away.

@JamieLu - let's identify your drive -

download Nero info-tool from here - http://www.snapfiles.com/get/neroinfo.html

Run it, click on the drive tab, note down the name of the drive from top left corner
Here's what mine shows -
