If they are in the proper format(mpeg1 or mpeg2) you can use a dvd authoring program, such as TMPGEnc Dvd Author,or DVDLAB.
If you have avi's, then they have to be converted first. You can do that with Nero Visionexpress, this program will convert your avi's and allow you to make up your own menu's,then burn them onto a disc.
All of these have trial versions available.

Personally, when I'm encoding a few episodes onto disc I use ULead DVD Workshop 2. It does everything you need (conversion, menu's, etc)and has much greater control over your menu design than in nerovision express! Again, there is a trial version available to test before you go out and 'buy' the full package.
