This is the speed your burner's firmware sees the media. Do you have current firmware?

i am using a Vom 12e 48x burner and Ridisc 16 x dvd +r. Cant find a serial but the spec reads 12x +or - r 4xdvd+ rw,12x dvd rom, 16xcdr, 10x cd rw and 40x cd rom on the burner. i've tried several diffrent burning programs and they will only burn dvds at 1x. i am using Nero 6 reloaded at th moment .
