Why is it so pixely after hardsubbing?

How come my videos are so pixelly after i hardsubb them with virtual dub and tmpgenc. This is how i hardsubbed them:

I first used virtualdub.
1) Open video file
2) Added the textsub filter
3) And started a frame server

Next i used tmpgenc.
1) loaded the .vdr.avi file i made from virtualdub
2) went to settings and put it on the highest quality
3) waited about 4 hours and it was finished.

After putting it on highest quality and waited for hours, i dont think it should be pixelly, does someone have a solution?
