PAL dvd-r's stuttering , jumping slightly.

I have noticed this with only PAL disks, my dvd plays both pal and ntsc , the only 2 pal movies i have stutter , one not so much the other a lot, this only happens when people move you can see them jump slightly, could my tv be the problem , its a 50' so maybe the dvd player can't convert ntsc to pal and send the data to my tv at the same time..
