there are inexpensive all-in-one programs, but for real professional options and quality, you could use adobe premiere to edit the videos, and adobe encore to author the DVD. You can get them bundled together online for around $500.

If you're looking for something cheaper, there's all in one programs by Sonic, Sony, and Pinnacle you could try

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

I recommend Pinnacle. Its very easy to use. The video quality is outstanding. Be aware that a full 60min dv tape takes about 20gb of hd space and it takes about 5 hours to create a dvd.

If you're using a Mac, their basic iMovieHD/iDVD package is quite easy to use and the results can look very professional. If you're ambitious, have the cash, and are willing to learn, move up to either Final Cut Express or Final Cut Pro for editing and DVD StudioPro for authoring. You'll also want a fast processor and plenty of hard disk space.
