Try SuperDvdCreator 8.5 and/or Canopus Procoder 2

To put the long story short, try the following:

1) Make sure you have all the needed codecs. It's best to download and install K-Lite codec Pack (full or mega version):

http://www.free-codecs.com/download/K_Lite_Codec_Pack.htm

2) Use X Video Converter or Power Video Converter to change the codec of the AVI (set video to XviD, and audio to Mpeg Layer 3):

http://www.aoamedia.com/

3) Now you can convert in whatever way you like.

Good luck!

Well if you have the Correct codec installed and the File has not been Corrupted or DRM Copy protected then there should not be any reason why you can not encode the File to another format....

The File is allready a XviD/Mpeg-4 file so there is no reason why you need to convert it to another Format before encodeing it to Mpeg as this step will just cause a degradation in Quality and waste time....

Also Virtual-Dub will not and Can not convert your File to Mpeg-2 for DVD so there is no real reason why you should use it unless you need to use it to Decompress the audio in your AVI file which you should do anyways because the audio used in most Downloaded Movies is VBR MP3 which has to be decompressed before encodeing or you will end up with a Mpeg-2/DVD file with no audio....

Most encoders on the Market suck in terms of Quality accept for a Very Small handfull of encoders of which more are quite expensive but there are a couple good cheaper encoders that will handle XviD Files like "Tmpgenc Pluss/Express" or "Canopus Procoder Express" or "CCE Basic" but if you just want to get this movie on to DVD with the least ammount of Hassle without a Big regard for Quality them maybe try "VSO DivXtoDVD" which is free and Fast and will output a Video_TS folder which you simply Burn to DVD......

Also the Only codec you need installed to encode this File should be the XviD codec or you can install the "FFDShow Decoder" which will decode allmost every format there is and is much better to install than a Bunch of Codecs or a codec Pack as codec packs Can sometimes cause more problems that they solve because will will often Install Multiple Codecs that decode the same Format which can cause codec Conflicts.....

Well, have you tried winavi video converter. If not, maybe you can get on to have a try. I used it for about a year, and never experienced any problem. Besides, if you want to put on DVD-R, I think you'd better convert your file to dvd format.
Btw, you can find the winavi http://www.winavi.com/avi-to-mpeg.htm
